Basically, VoIP is the same as your regular phone service, but with one BIG difference: It can be a lot cheaper!
With most of the VoIP providers, you can call anywhere in the world, right from your PC or from an IP phone, for the cost of a local call!
With some VoIP services you can even get a second phone number in a distant city. For example, if you move to Seattle you get the 206 area code. But if you have relatives in Miami, you can order a virtual number in area code 305. Then, when someone wants to call you, they simply dial the 305 phone number, which is a local call for them. Your family gets to talk to you for the cost of a local call: for free.

There are two basic types of VoIP -- "PC-to-PC/PC-to-Phone" services like the Free Skype Telephony Software , where you only need an existing internet connection, a microphone and their software - and the "Anyone/Everywhere" services like Vonage where you need a broadband internet connection and their IP phone, or an adaptor that allows you to use your existing phones just like normal.
More about that on the How VoIP Works page.
Most VoIP services offer minute-rate plans structured something like cell phone bills and starting around $19 a month, some offer unlimited plans for as low as $39. By eliminating add-on charges and considering the assortment of free features that are included with these plans, it can be quite a savings.
More about that on the Service Providers page.
